Almost all of the 9 provinces (except Quebec) and 2 territories have their own immigration program to attract human resources and develop the economy, culture and science (Alberta, Manitoba, Newfoundland and Labrador, Prince Edward Island, Yukon, British Columbia, New Brunswick, Nova Scotia, Saskatchewan). The provinces and territories have signed an agreement with Immigration, Refugees and Citizenship Canada (IRCC), which gives them the right to select immigrants who meet their criteria.
